So I'm a newb. How do skins work?

Basically what I'm asking is.
1. Where do i get them
2. After I install them can everyone see

Well, for those who have bought minecraft:
Its actually very simple. you go to the official minecraft website, go to your profile and upload your skin there.
you can kind a skin at the skindex (website with a bunch of skins for you to use) or make your own.

If you have premium, then everyone can see your skin. Premium or not
