Well,I might just suggest you befriend her as a start.Just dont go like that and be like "Ughhh...I love you,you wanna go out?" :S This just doesnt sound right xD
Try to make her like you.Take care of how you look and how you talk.And dont rush it xD
However,If your that desperate and cant talk to her,just make up anything that doesnt sound Stoopid.
And dont go for asking a simple question that she would just answer and that's it.Try and go and start a gud conversation with her.
And as always my friend,if she doesnt seem to like you and doesnt give any interest in you,dont push it.Stay kewl and try and get over it.

i can give out a long list of things you should and shouldn't do. Lots people can. I prefer if you did it on your own tho. If someone get you the girl, then is it really you going with them, or the friend? I know this may sound dumb, but friends can be both good and bad in these types of situations. In a sense they're good cause they're friends, and are always there to help you out in tough situations. In a sense bad, because what they know about relationships and such can be COMPLETELY different from theyre what your crush likes, and that can ruin things (dont ask how i know, i just do). So i say, get a friend you think knows your crush fairly well, get tips and such, find out what she likes, and try to relate to those. After that, enjoy your little love life c:

P.S. If you're asking me, 13 seems a bit young but hey, these things comes in many different shapes and sizes. Ive had 2 friends fall in love at like 10 and they're still together so....
