[Ban Question] Fresh start for even Griefers?

I saw Joel said that in 1.3 all bans will be reset, does that mean everyone gets a new chance including griefers? Or will major/needed cases be sanctioned again as a banned user?

I was confused as to this, seeing some/a lot of people shouldn't be unbanned, unless the list is copied over?

im sure most of them will be reset, but for extremely serious users, that were very memorable for repetitive reasons or etc. will stay banned
(this is just a hypothesis, i still dont know)

I'm pretty sure this won't be a problem considering that most major griefers don't actually grief, get banned, never come back on for months, then when 1.3 comes out check the servers to see if they are unbanned. The players that get banned that come back are the players that really like the server. And even if they come back and grief again, /eban will always work

I do see that some griefers should never come back but. My friends that got banned for no reason will be able to play with me again
